Qatar Financial Markets Authority (QFMA)

Qatar Financial Markets Authority (QFMA) was established under Law No. 33 of 2005 as an independent regulatory authority to supervise the financial markets and firms that are authorized to conduct activities related to securities in or from the State of Qatar, and empowered to exercise regulatory oversight and enforcement over the capital markets.

QFMA Objectives

In pursuance of its vision, the QFMA has been enhancing its regulatory infrastructure, based on international best practices and standards for the capital markets to advance the Qatari capital markets to serve as a model for financial services by achieving its mission which focused on investor’s protection, maintenance of Qatari capital markets’ stability, integrity and transparency; and development of proficiency and knowledge to enhance the growth and diversity of the national economy.

To materialize the objectives and vision of the Qatar Financial Markets Authority, a strategic partnership with The Chartered Institute for Securities & Investment was made. Combining the Regulatory knowledge of the QFMA and the high standards of Professionalism and Experience held by the CISI, an educational and a licensing program was devised to enhance the qualification standards in the Qatari capital market. The licensing program, a combination of a Preparatory exam, Regulatory exam and one Elective exam based on market roles, provides a perfect platform to strengthen the knowledge of all licensed employees under the QFMA as well as raising the overall standards of the market.

QFMA's Functions:

  • Monitor the investors’ dealing rules governing activities related to trading of securities and other types
  • Raise public awareness of securities activities and promote in securities’ investment and development
  • Regulate the dealing of the securities activities with fairness, competitiveness and transparency
  • Regulate, control and supervise the financial markets
  • Conduct studies, collect information and compile statistics on the financial markets’ activities and publish relevant reports
  • Enhance liaison, communication and information exchange with foreign financial markets, and regional and international regulators, organizations and institutions to benefit from their dealing methodologies in order to develop the financial markets within the State of Qatar
  • Combat the causes of crimes related to the financial markets
  • Implement disclosure policy in order to achieve fairness, transparency and prevent conflict of interests and internal information exploitation
